Current Practice
Alan
Saltman is a senior principal in the firm of Saltman & Stevens,
P.C. His practice is focused in the areas of litigation, government
contract and appropriations law, providing advice to clients in
both the public sector and a wide variety of industries on matters
involving, among other things, contract solicitation and award,
contract compliance, claims strategy and quantification, and issues
relating to the availability of appropriations. In addition to having
had dealings with a wide variety of federal agencies (both civilian
and military), he has extensive experience as lead counsel in complex
litigation cases. Among other things those cases have included bid
protests and claims before the Boards of Contract Appeals, the United
States Government Accountability Office, the United States Court
of Federal Claims and the United States District Courts. He has
successfully argued numerous cases before the United States Court
of Appeals for the Federal Circuit as well as other federal courts
of appeal and administrative forums.

Mr.
Saltman is a member of the bars of the District of Columbia, Maryland and
Massachusetts. He is a member of the Federal Bar Association, the Bar Associations
of the United States Court of Federal Claims, the United States Court of
Appeals for the Federal Circuit, the Boards of Contract Appeals, as well
as being a member of the Public Contract Section of the American Bar Association.
He is a thirty-five year member of the National Contract Management Association.

Mr.
Saltman has written and lectured extensively on a wide variety of
topics and has made numerous presentations before the National Contract
Management Association, Federal Bar Association, and other organizations
including the American Apparel Manufacturers Association, the National
Park Hospitality Association and the American Forest Resource Council.
He is the author of Breach of Contract: The Comptroller General,

on those matters affecting the timber industry and

new developments in concessions law. Mr. Saltman is also an Adjunct
Professor at Boston College Law School.

- Entered government
service in 1973, specializing in government contract law as an Attorney-Advisor
at the United States Government Accountability Office. In this capacity,
Mr. Saltman participated in deciding many major and complex bid protests.

practice in 1976.
- Cofounded
Saltman & Stevens, P.C. in 1980.
- Admitted
to the Bar: Massachusetts, District of Columbia, Maryland, and United
States Supreme Court. Mr. Saltman is also admitted to practice before
the United States Court of Appeals for the Federal Circuit, United States
Court of Appeals for the Ninth Circuit, the United States Court of International
Trade, and the United States Court of Federal Claims.
