Current Practice

Alan Saltman is a senior principal in the firm of Saltman & Stevens, P.C. His practice is focused in the areas of government contract and appropriations law, providing advice to clients in both the public sector and a wide variety of industries on matters involving, among other things, contract solicitation and award, contract compliance, claims strategy and quantification, questions regarding contractor size status and issues relating to the availability of appropriations. In addition to having had dealings with a wide variety of federal agencies (both civilian and military), he has extensive experience as lead counsel in complex litigation cases involving bid protests and claims before the United States General Services Administration and other Boards of Contract Appeals, the United States Government Accountability Office, the United States Court of Federal Claims and the United States District Courts. He has successfully argued numerous cases before the United States Court of Appeals for the Federal Circuit as well as other federal courts of appeal and administrative forums such as the Office of Hearings and Appeals of the United States Small Business Administration.

Mr. Saltman is a member of the bars of the District of Columbia, Maryland and Massachusetts. He is a member of the Federal Bar Association, the Bar Associations of the United States Court of Federal Claims, the United States Court of Appeals for the Federal Circuit, the Boards of Contract Appeals, as well as being a member of the Public Contract Section of the American Bar Association. He is a thirty-five year member of the National Contract Management Association.

Professional Activities

Mr. Saltman has written and lectured extensively on a wide variety of government contract topics and has made numerous presentations before the National Contract Management Association, Federal Bar Association, and other organizations including the American Apparel Manufacturers Association, the National Park Hospitality Association and the American Forest Resource Council. Mr. Saltman is also an Adjunct Professor at Boston College Law School.

GARY G. STEVENS

Current Practice

Gary Stevens is a senior principal at Saltman & Stevens, P.C. whose practice is focused in government contracts, natural resource law, construction contracts and antitrust law. Mr. Stevens has extensive trial experience in complex litigation, particularly relating to federal timber sale contracts, natural resource law and construction contracts, before the United States Court of Federal Claims, the United States District Courts, the Boards of Contract Appeals, and the Government Accountability Office. He has successfully argued numerous cases on appeal before the United States Court of Appeals for the Federal Circuit and other federal courts of appeals. He has been lead trial counsel in numerous cases against the Department of Justice, the United States Forest Service, the Bureau of Land Management, and other federal agencies. Mr. Stevens also has handled numerous United States Forest Service administrative appeals involving a wide variety of issues arising under the National Environmental Policy Act and the National Forest Management Act, including appeals of national forest plans and interventions in appeals of Forest Service timber sales. In addition to litigation, Mr. Stevens advises clients regarding their rights and obligations under federal timber contracts, the National Environmental Policy Act, the National Forest Management Act, the Endangered Species Act, and other natural resource legislation. Mr. Stevens has also represented clients in grand jury investigations and in administrative suspension and debarment proceedings. Mr. Stevens regularly works with the members and staff of several timber industry trade associations including the California Forestry Association, the Colorado Timber Industry Association, the American Forest Resource Council, the Intermountain Forest Association, and the American Forest and Paper Association. Mr. Stevens also represents conservation-oriented clients, such as Metafore (formerly the Certified Forest Products Council).

Mr. Stevens is a member of the District of Columbia, Federal and American Bar Associations and the bar associations of the United States Court of Federal Claims, the Federal Circuit and the Board of Contract Appeals. He is a member of the ABA Public Contract Law Section (having served as Chairman of the Timber Sales Subcommittee of the Natural Resource Sales Committee), and the Antitrust Law and Environment, Energy, and Resources Sections. In addition, Mr. Stevens is a member of the ABA Forum Committee on the Construction Industry and the National Contract Management Association.

Mr. Stevens has participated in a variety of conferences and seminars, and has made frequent presentations concerning natural resource law, forest plan appeals, timber contract law, government contracts, and construction contracts, including presentations before the California Forestry Association, the Colorado Forest Industry Association, the Eastern Mineral Law Foundation, the Independent Forest Products Association, the Southern Timber Council, the Indiana Hardwood Lumberman’s Association, the American Forest and Paper Association, the National Contract Management Association, and the Association of General Contractors. Mr. Stevens is a contributor to Legal Briefs, a Saltman & Stevens, P.C. publication addressing new developments in federal timber law. RUTH G. TIGER

Current Practice

Ruth Tiger is a principal in the law firm of Saltman & Stevens, P.C. where she has focused on natural resources and government contracts law since entering private practice in 1984. She had previously worked at the Defense Supply Service-Washington, an agency of the Department of Defense. Her practice emphasizes government contract counseling, claims preparation, negotiation, litigation and appropriations law. She has represented local governments and government contractors in a variety of industries from hazardous waste disposal service providers to makers of prosthetics to National Park Service concessioners. Ms. Tiger has counseled and represented clients in their dealings with numerous civilian and military agencies. She regularly represents forest products industry clients regarding timber sale bidding procedures and bid protests, log export and substitution restrictions, contract compliance and disputes, small business set-aside program and size status issues, and compliance with environmental statutes and regulations. Ms. Tiger has also represented clients involved in grand jury investigations and in administrative suspension and debarment proceedings. She has appeared on behalf of numerous clients before the United States Court of Appeals for the Federal Circuit, the United States Court of Federal Claims, the United States District Courts, the Government Accountability Office, the Boards of Contract Appeals, the Department of Agriculture’s Office of Hearings & Appeals, the Small Business Administration's Office of Hearings & Appeals, and other federal agency administrative tribunals in connection with government contract claims and bid protests.

Ms. Tiger has made presentations before several industry groups and is the editor of Legal Briefs, a publication by Saltman & Stevens, P.C. that provides information concerning recent case law, congressional activity, and other developments of concern to those who enter into contracts with the federal government, with an emphasis on the forest products industry. Ms. Tiger is also the editor of Federal Concessions Contractor, a publication that provides information concerning recent developments of interest to federal concessioners. Ms. Tiger co-authored Attorney Fees and Expenses Under the Equal Access to Justice Act in Government Contract Claims Cases, Contract Management, Vol. 34, No. 5 (May, 1994).

RICHARD W. GOEKEN

Current Practice

Richard W. Goeken is a principal with Saltman & Stevens, P.C. specializing in government contracts law, with a focus on the use of natural resources, access to federal lands, compliance with federal regulations, and litigation. Mr. Goeken represents a variety of clients in their dealings with federal agencies and departments, including the U.S. Forest Service, the Bureau of Land Management, the U.S. Fish and Wildlife Service, the Council on Environmental Quality, and the National Park Service in connection with government contract preparation, claims, compliance with regulations, governmental takings and litigation. Mr. Goeken has handled numerous cases involving the National Environmental Policy Act, the National Forest Management Act, the Endangered Species Act, and other federal environmental and land use statutes. Mr. Goeken has extensive experience in claims resolution, including appellate experience in the United States Supreme Court and before the United States Courts of Appeals and trial court experience before the United States District Courts, the United States Court of Federal Claims, and the Boards of Contract Appeals. ERIC J. POHLNER

Current Practice

Eric Pohlner is an associate with Saltman & Stevens, P.C. focusing on government contracts litigation. He joined the firm in October 2006 after graduating from William & Mary School of Law. Prior to joining the firm, Mr. Pohlner interned at the Commonwealth’s Attorney’s Office in Newport News, Virginia. In this position Mr. Pohlner successfully prosecuted several dozen felonies and misdemeanors in state court. Additionally, in the summer of 2004, Mr. Pohlner served as a summer clerk for Hon. Glen T. Harrell, Jr. of the Court of Appeals of Maryland.

Mr. Pohler is a member of the Virginia Bar.

Michael Lichtenstein is an associate with Saltman & Stevens, P.C. focusing on government contracts litigation. Prior to joining the firm, Mr. Lichtenstein was a special project attorney at the law firm of Williams & Connolly LLP, where he focused on white collar criminal investigations and complex civil litigation.

Mr. Lichtenstein is a member of the Massachusetts and District of Columbia bars. Mr. Lichtenstein is also admitted to practice before the United States Court of International Trade.

ALAN N. BELKIN

Alan N. Belkin is Of Counsel to Saltman & Stevens, P. C., specializing in matters related to federal appropriations law. Prior to joining Saltman & Stevens, Mr. Belkin was an attorney at the Government Accountability Office (GAO), where he worked in GAO’s Office of General Counsel for over 30 years until he retired in 2004. While employed at GAO, Mr. Belkin was an appropriations law specialist and, among other things, assisted in drafting portions of the GAO Redbook--the leading publication in the area of federal appropriations law. He also served as an instructor in the GAO Principles of Appropriations course. During his tenure at GAO, Mr. Belkin had responsibility for a multitude of appropriations law decisions regarding such matters as what constitutes a “bona fide need” of a federal agency, the availability of expired appropriations to make payments to federal contractors and other claimants, the interpretation of statutory earmarking language, the meaning and applicability of the Anti-Deficiency Act, how to reconcile conflicts between language in an authorization and an appropriations act, and many other appropriations related matters that can have a real world impact on federal contractors or others seeking payment from the federal government based on a claim of contractual or statutory entitlement.

In addition to his extensive work on appropriations law matters while employed in GAO’s Office of General Counsel, in 1994 Mr. Belkin was appointed Assistant General Counsel for the General Government Division where he was involved all manner of legal issues related to government contracting, regulatory and managerial reform, oversight of the General Services Administration and the Postal Service, and related areas. In 2000, Mr. Belkin became the Assistant General Counsel for Physical Infrastructure where he worked until he retired in 2004 on legal issues involving transportation law, including oversight of the FAA and the federal highway administration, federal housing law, government property and facilities, and telecommunications law. During his service at GAO, Mr. Belkin received a myriad of General Counsel and GAO-wide awards for outstanding performance and achievement.

Mr. Belkin is a member of the District of Columbia Bar and is admitted to practice before the U.S. Court of Appeals for the Federal Circuit.

Mr. Belkin received his B.A. from Temple University in 1967; a M. Ed. from Temple University in 1969; and a J. D. degree from Catholic University, Columbus School of Law in 1973.
