Practice
Richard
W. Goeken is a principal with Saltman & Stevens, P.C. specializing
in government contracts law, with a focus on the use of natural
resources, access to federal lands, compliance with federal regulations,
and litigation. Mr. Goeken represents a variety of clients in their
dealings with federal agencies and departments, including the U.S.
Forest Service, the Bureau of Land Management, the U.S. Fish and
Wildlife Service, the Council on Environmental Quality, and the
National Park Service in connection with government contract preparation,
contracting for biomass from public lands, participation in programs
designed to encourage use of renewable biomass, compliance with
regulations, governmental takings claims, and litigation. Mr. Goeken
has handled numerous cases involving the National Environmental
Policy Act, the National Forest Management Act, the Endangered
Species
Act, and other federal environmental and land use statutes. Mr.
Goeken has extensive experience in claims resolution, including
appellate experience in the United States Supreme Court and before
the United States Courts of Appeals and trial court experience
before
the United States District Courts, the United States Court of Federal
Claims, and the Boards of Contract Appeals. Mr. Goeken also has
experience with a variety of Alternative Dispute Resolution procedures,
including arbitration and mediation.

District of Columbia Bar’s Environment, Energy and Natural Resources Section.

Claims. Mr. Goeken is also admitted to,

practices before, numerous federal agency boards of contract appeals.
